No, you can not do castling after any movement of King or a Rook involved in the castling move. There are few more things you should take care of. There should be no one in between the King and the Rook and there should not be any possibilities of check or in range of opposition after the castling move.

Sometimes it is good to see whether or not moving the king/rook on their own is better than castling. It can turn out that you saving the figures (not moving them) was a waste and castling didn't solve your problems.

Castling is only possible if both King and Rook have moved yet moved from their squares. And also King is not checked from the opponents. If these criteria is met then only castling is possible. Castle is only possible between King and Rook.
